You can then apply a cream eyeshadow to use as a base color, such as a neutral beige or pearl. After that, you can use your regular powdered dry eyeshadow to apply over the top. This type of application actually helps your shadow last much longer because the cream base sticks to the primer and keeps your powdered eyeshadow in place.

It is also helpful to make sure that your moisturizer dries completely before you begin to apply your makeup so that there is no excess oil created on the surface of your skin.
